That is not correct, the console players are allowed to turn off crossplay for Ranked, it is not based on controller or not
Yeah and it's pretty bad in this game.
I just play ranked since the aim assist is minimal there.
In Quickplay - oh boy - people on console are using the sniper as a shotgun due to auto aim, they don't even have to aim - just point it in your general direction and it's one shot kill. Tried a few games but it's pretty bad.
If you want to play PvP in Gears 5 - play only ranked, no reason to go in quickplay at all since it's really unballanced due to the hard aim assist.
Just see this video. They use bullet magnetism so it's not actually aim assist, it's just missed shots hit ...

Lame, I understand why, but kinda wish they allowed PC people to play always IF using a controller & find a way to disable mouse input while in match to make sure PC is "playing fair" in the console ecosystem.
