Ok I read it, and they clearly have no Idea why this was actually done.
No, this was done because of balance. Half the reason I noticed this is it has lead to so many crits from the enemy that should of been prevented and vice versa. It prevents dog piling and focusing insta deaths. Some fights have just become a joke, and others are unbearable. Pack tactics as a great example.
I have watched so many deaths of characters happen from this and been forced to load because an NPC got double advantaged.
Imagine a cleric hits a creature with guided bolt, then that creature uses a dodge action to grant disadvantage. so the rogue just uses help action to get the paladin to smite slam....yeah that's why they made it.
It has to do with action economy and allowing an option or choice to ALWAYS make a difference. It has nothing to do with numbers and tracking. DM's could play 2nd edition...
FYI - The Unfinished Business mod has an SRD section that includes an option to impose proper Advantage/Disadvantage rules.
