Can't Progress Path to Glory Quest

I've completed the Apostasy quest, and all side quests up to this point. Main Quest is Path to Glory, with Gem Quest: The Cradle of Fire and Gem Quest: The Mind of the Master as well. From what I've seen through some personal digging around online, I was supposed to have gotten a quest called The Law is the Law or something like that? For some odd reason it didn't give me that quest, and I can't seem to find a way to trigger it giving me the quest either. I already had the chat with the council that was supposed to unlock it, so I'm thoroughly stumped? Is my save just toast and I'm gonna have to start anew?

PS my game also stopped auto-saving about an hour+ ago and I didn't realize it until I tried reloading the game and realized I'd lost a ton of work cleaning up my inventory and traveling to a couple places for mats. So idk what's up with that either
