The Commander - Two Etheyn Cooks, no Tea

On the quest "The Commander", we found "Etheyn Cook" in place of where we presume the character "Tea" should've been. This threw off our investigation immediately as we could see two of the same character in the same area, but not the other named character listed in various notes, including the note we pickpocketed from one of the Etheyn's. In addition, some of the quest info mentioned interrogating Tea, but obviously we couldn't because the NPC wasn't there? Hilariously, neither was the suspect we were looking for.
