That is how the spell works: it does not move or attack on its own, but the Guardian of Faith will damage any enemy creature that goes into its area of effect for 20 Radiant Damage (or 10 if the creature succeeds on their saving throw).
That is also why it should not appear in the Turn Order (just like your Flaming Sphere or Spiritual Weapon), since it's not actually a creature you can control
This is why i think the guardian have a bug.
Another player reported a similar issue earlier, we'll take a look!
Have you noticed if Guardian of Faith does not work at all, or if it sometimes damages enemies?
I tried to replicate this bug, but the spell seems to work properly on our end. Could you send us a save file where you have the issue?

We've received your save file, I could use Guardian of Faith (with your save file) without issues.
I was wondering: were you in an area where enemies can use "Counterspell" ?
Guardian of Faith only damages creatures when they enter its area of effect willingly (so, if they decide to move into its area of effect). It will not damage creatures that start their turn within the area, and it will not damage them either when you cast the spell
We will test a bit more just in case though!
ABSOLUTELY. The spell description suggests this guardian will attack enemies nearby, there is no suggestion whatsoever it will sit there dumbly if you cast it where enemies are already in the zone. That also makes no sense whatsoever - this Guardian is supposed to protect you but simply ignore enemies it starts off next to?
The spell is already near useless - 20 damage on an enemy that MIGHT step into the area of effect of the spell for a 4th level spell slot usage? Horrible. The 3rd level spell (spirits) is considerably better - a 10 minute buff which moves with you and attacks / effects enemies from the start PLUS has a debuff effect.
Guardian is simply horrible. Part of that is the 5e ruleset (it's a bizarre spell and I have no idea what they were smoking when they set its characteristics) but partly the description of the spell in Solasta makes it sound MUCH better than it is. Please change, this is a bad description and spell.
The spell is pretty much useless for a crpg because it's not meant to be a combat spell, really.
