does weapon proficiency bonus on elf and dwarf give any attack/damage bonus?

If you have proficiency with a weapon, you will get the proficiency bonus on your attack roll, but not your damage roll. It doesn't matter how you got the proficiency, through racial or class ability. You are going to add in both your proficiency bonus and the appropriate ability score modifier on your attack roll. So, if you are a 1st level fighter proficient (+2 proficiency bonus) with a longsword and have a 16 STR (+3 STR bonus), you would get a +5 on your to hit melee attack roll, but only the +3 STR bonus on your damage.

You can see all your proficiency bonuses on one of the character tabs, if you click inventory.

Also, proficiency bonuses do not stack. You are either Proficient with an item (weapon, armor, tool, saving throw, skill) or you are not. That said, some classes like Rogue or Bard, have special rules regarding Proficiency; specifically, Expertise and Jack-of-all-Trades.
