That's good, clerics don't scribe scrolls into a spellbook because they don't use a spellbook.
What your cleric is trained in is creating magic scrolls. When you look in your inventory, go to the Crafting tab at the top and you'll see all the things you can create. You will need to find recipes before you can begin to craft anything.
Wizards can scribe scrolls that are on their spell list.
Depends on the background and how you spec them out at base abilities no they can't scribe scrolls but they can use a lot of them.
Can any character use scrolls? It seems like all of my characters can use them - Paladin, Cleric, Ranger, and Wizard.
Also, does the player economy support creating a massive number of scrolls?
All characters can use scroll if it's included in their spell list but only Wizard can scribe (copy it) to his/her spell book (provided if the spell is included in wizard sub class spell list)
Once copied in the spell book, wizard can cast the spell anytime if it's prepared during long rest without need to have the scroll as the wizard learned all spell in his/her spell book.
Each character in this game have spell list they can cast, for example Wizard won't be able to use scroll of Raise Dead as it's not included in Wizard Spell list
Scrolls can be created if you have the recipe which can be bought but you can also find lots of scroll in adventure.
Also no there are much better things to buy then scrolls like wondrous items, weapons, armors. Around level 8 or 9 there is a secondary quest with a reward worth 30k (or maybe it was loot from boss, i don't remember exactly) except that you will sell junk items.
Oh, wait; so scrolls can only be used by a character who already knows the spell inscribed within the scroll? Darn; so it's not like, for instance, how rogues in some D&D games can spam any spell scrolls.
Also, this essentially means a Wizard can cast any spell in the game - at least in principle?
No, as I said each characters has it's preset spell lists they can learn or cast
No wizard can't cast spells that is in Cleric spell list specifically for example,
