How does the structure of text files work?
Is there any file or several (many) files that I can open, translate the text via Google Translate, save and play the game in Russian, even in a crooked translation? Or to translate the dialog/topic name, you need to unpack something, edit the code, and then solve a lot of problems from this?
I bought a lot of games in early access, where the translation is done by the community itself, the developer does not need to spend money and time on it. But this situation only arose because the language packs were easy to pull out of the game, and the translated files were easy to apply.
I am 100% sure that in this game, the situation with translation into other languages can be solved just as easily - if you do not need to ask the developers to edit the code, but you can simply put the translation folder in the game.
The principle of all games is the same: if you like the game, the player is determined to make it better, just like its creator.
Therefore, players create mods that improve the game.
So the pirates (!) make patches that fix bugs.
Therefore, the community does the translation itself, without interrupting the creators from their work.
From the developer, you only need one thing - to take a step towards the players.
In this case, probably, the problem would be solved by one statement of the developer: "Guys, we don't have time for the Russian translation yet. It will be, but sometime later. If you need it now, here are the files, you can translate them and play!"
