Smithing
Is there any way to gain proficiency with the smithing tools via feats or skills? Or do I need to start a new game?

Proficiency for the smith tools come from the character background. You basically have to select a character that have that already.
That being said, I myself found smithing to be totally useless in this game with some minor exceptions, so I wouldn't go out of my way to smith something.

Magic arrows/bolts are locked behind it. That affects my main campaign run I am on. I thought the new DLC was to provide new ways to pick up crafting proficiencies, but Smithing seems still locked behind class or background.

So, a new game it is.

You will get special arrows and bolts as loot in plentiful quantity. I had way more of them that I was able to use.
On the other hand, crafting them is quite difficult because you would need a lot of ingredients and it's a chore to get them all. You can only craft at most 5 at a time and it takes several hours to do that. Plus many of the ingredients are limited and you just won't be able to craft many.

Which campaign? As previously said, you'll usually find plenty of magic bolts/arrows, and you can often buy them as well. After a while, money becomes a bit of a non-issue.

However, crafting can be useful to get some items you won't find in shops or as drops (again, depending on campaign), so its always good to have on at least one character.

But as said, there is no feat to get (unless they just added in the latest DLC?), so might be worth restarting.

Smithing only lets you make some sort of crap arrows.
Manacalon Rosary proficiency is what you need for good crafting.

as @Doombringer said, good items are done by "enchanting", which is you take a primed item and make a magical version from it. While smithing is basically only done for the arrows of various effects, all which you can get elsewhere. You need Arcana or Manacalon Rosary to actually craft items, not smithing.

Arrows and bolts will drop in plentiful numbers. Smithing, is an entirely unnecessary skill in Solasta
