EDIT: Middle mouse did work, still frustrating the base option doesnt
Then there is some other setting or reason you have that is causing it to not work.
I just checked.
Edge scrolling works both in the combat screen and the adventure screen with the setting ticked. Both stopped when I unticked it.
Maybe something silly like running in a window rather than fullscreen, I don't know, excect to say it is indeed working properly on my pc.
Wondering if the setting is not based on mouse but scrolls when the party gets near the borders?
It edge scrolls all the time on my pc, no matter where the party is.
I really am stumped.
I hope someone else can offer some suggestions or at the very least confirm that the setting I posted actually works, and it's just not me who is lucky.
