The bad guys run from you in fear
Once you get that, you wont get anymore random encounters in that campaign. You'll be lvl 12 ending the Crown Campaign, MAYBE with the UB mod, you could possibly get to lvl 13, or close to it I'd imagine.
So you can't reach the maximum level, and there's still a third of the game ahead? (I'm talking about you BG3),
Sounds good
When this game originally came out that was exactly how the Crown of the Magister was. At the time the level was only 10 levels which you got to with a good bit of the campaign left. With the rise in levels as things developed it got better on that front. When Palace of Ice first released you could get to level 14 just based of the left over experience you gained doing the CoTM campaign. They have since adjusted that for PoI so you can only start at level 12 regardless of what you accumulated in the other campaigns. Interestingly in the Lost Valley campaign I usually maxed out level 10 for some paths it was level 9.
palace of ice raises level cap to 16 and you can start anywhere from level 10 to 12 for that DLC.
Then unfinished business mod raises it to 20 which many custom campaigns go up to
Assuming it's the same as 5e, and the chart* I looked at is correct, you need 195,000 xp to reach L16, and 335,000 for L20. So I think that increasing your XP gain by (355/195) = 1.82 or 82% increase would do what you want. You'd presumably want to boost the difficulty level as well.
Is that correct?

Your calculation is applicable only on the condition that at the end of PoI you will have exactly exp for level 16. But it is quite possible that even without a modifier you have enough experience to get level 20, just the game artificially restricts you.
In my POI runthrough I believe I hit 16 at either 1/4 or 2/4 of the tribes completed. So I still had quite a bit of the game left. I don't think the group would have hit 20 by the final dungeon, but I could be wrong.
