I'll try to come back after a few missions...
Indeed the fly method is now gimped. In my game it just kept saying there was no path to that ledge when flying.
Finally though, without using Fly, I was able to finally get one character onto that ledge and then the rope appears.
This is what i did (quick save before starting as you will probably be reloading a few times);
I had to cast Levitate and got as close as possible to the ledge. Use the minimap vertical position to try and get level to the ledge.
I then cast Misty Step (my wizard was the one levitating) and purely by trial and error, as well as a few reloading of saves I finally got the wizard onto the ledge and the rope appeared.
It took quite a few goes to get into the correct location to make Misty Step work properly but perseverance paid out in the end.
