Unfortunately, some module designers seem to have forgotten to stock their merchants or loot tables with spellbooks so high-level wizards can be screwed.
AD&D, sure, one page per level of the spell.
5E, there's no such rule anywhere in the PHB etc. A wizard needs to have a spell in one of his spellbooks in order to prepare it or to cast it as a ritual, but how many spells a spellbook can hold and how that is determined is completely DM fiat; and I would guess, usually handwaved. There are rules for the cost of time and rare inks used to scribe a spell, however.
It could be a few loose papers, a tiny notepad, a huge phonebook sized thing, or even human skin or a stone tablet.
This is to allow more roleplay freedom, and those that want to put rules to spellbook usage can do so as homebrew.
As the rules are now, there are no restrictions on how many spells can be put into a spellbook by the 5e ruleset.
Not that 5e rules help OP ofcourse, this is a game and the developers should have taken this into account.
