Are we talking about two different monestaries? The door to the Dragon was operated by a statues hand that it I only found after 3 reloads and was visible only at one camera angle.
There's also a book in the library that opens a locked gate to a side room. The OP is obviously missing the one in the statue's hand which opens the gate to the bridge that leads to the dragon. The book in the library disappears after you meet the dragon though, so you have to activate it before going to the dragon otherwise you miss out on the goods in the other locked room.
Never found the book at all. Used a teleport spell to get into the side room with the trap.
