But yes, you can recover half your level of "spell levels".
So if you are level 6, you can recover 3 "levels" , meaning 1 level 3, or one level 2 + 1 level 1

Arcane Recovery
You have learned to regain some of your magical energy by studying your spellbook. Once per day when you finish a short rest, you can choose expended spell slots to recover. The spell slots can have a combined level that is equal to or less than half your wizard level (rounded up), and none of the slots can be 6th level or higher.
For example, if you’re a 4th-level wizard, you can recover up to two levels worth of spell slots. You can recover either a 2nd-level spell slot or two 1st-level spell slots.
It basically assumes the player prioritizes quality of the slot over quantity, when a player might not need another Fireball but a 2nd level charge for Knock instead.
I'm not exactly sure why they designed it this way, taking away player agency isn't really a good thing.
If you can't upcast knock in a higher spell slot that that's a glitch / mistake in the games implantation of 5e rules.

I just tested it with shield, ya that's wrong and should be reported in the bug section. In 5e rules any and all spells can be cast in a slot of the same level or higher regardless if they get stronger from being up cast.
