Yes, but it's the difference between fireballing 3 trolls, killing none of them, and having the frontliners eat 9 attacks in a round, or casting Slow instead and them eating about 5.
A) You're still killing the trolls, so it fits.
B) Three trolls are a CR 10 encounter, so presumably you're in a level 8+ party. If at that point your wizard can't wipe the floor with them by himself, well... Even if you're literally a blaster caster (lowest build on the totem pole...), at that level you can exterminate them with a single maximised fireball (assuming you took MM reductors and +CL stuff like any blaster will). /Talking 3.5 here./
Yeah when DMing in 5e you have to judge what creature you are putting against your players because the CR rating are not balanced.
