I mentioned this in a thread a couple of years ago, but in a somewhat different way than what you are proposing. I think they will design a game like that in the future, but it won't be you rolling at home, it will still be generated in the game. It will take a talented, brave, and wealthy developer to design a game like that, but I think it's going to happen one of these days.
It won't just be you rolling dice in the game, but you will actively have to participate in everything that goes on, with your party, as the world around you changes. The reason it would be so expensive to make is that much like a choose-your-own adventure book, there would be so many different branching storylines that no playthrough would be identical.
Even if you spoke to your friends about the game they would have a different story to tell you. This would make it the best role-playing game ever made. It may not be infinitely replayable, but it would be highly replayable.
This is not something that will be developed any time soon because the GB space required would send console cronies to their early graves. Mobiles would obviously be shut out. That would only leave PC's. Even with the money the game industry is pulling in these days ($175 billion in 2020) it would be a risky project because mobiles make nearly $100 billion in annual revenue accounting for 57.2% of the market. Console content is a distant second at $40.61 billion in annual revenue while PC trails with $34.12 billion.
Until developers stop catering to consoles and mobiles, it's never going to happen.
