Yep, Caer Lem.

Edit: to the Tower which is not in the right position.

You need to fly up to the tower. You will see a line of about 6 hex squares with a blue box around them. Once you fly up there, that character will drop a rope and you have everyone else climb up. It is right above where you can quick travel in the instanced map to the tower.

The camera can be a challenge to pan enough to see the blue box above you.

I have Dacken in my party, but I dont have fly spell. Problem is he's a weakling who doesnt even cast spells in battle. Sooo what level can I learn fly? I have misty step.

I had an issue with that part too, shogun1341. I have included two solutions in spoilers below.

One solution is to use Levitate on the person with Misty Step. That's how I did it originally.

The new vendor at Caer Lem (in the ruined tower where you find the four surviving garrison members) also sells a Potion of Fly, which you can use to get up to the tower.

Ok, thanks. I just leveled up and have levitate. Its my elf mage so he has both misty step and levitate at this point. I assumed misty step only works on the caster anyway. At least thats the only option I see when I cast it.

Levitate puts my character about 3 squares below the balcony. Then when I cast misty steps, I cant select the tower, not high enough for some reason. Im only able to select the ground below me.

The controls for levitate weren't very clear to me, but after casting it, an icon appears in the caster's actions toolbar that says "levitate" and you can use that action to raise or lower the target of your levitate spell (the caster themselves when I did it right).

when first cast, levitate doesn't position a character high enough, so you'll need to use the tool to get them within range for the misty step spell. I put my caster right next to the destination, five feet and even with it, then used misty step.

Can you reach the tower only with "teleport"? I dont have any levitate or fly and it seems I cant reach the tower...

I think the only way is to fly.

No. The cell on misty step is only visible cell and the tower ledge is higher than ground which means the ledge is too far high to be visible. Either save 500 gold for scroll/potion of fly or learn fly spell

I don't have Levitate, but the near by vendor sells FLY potion and scroll.
Fly + Misty Step isn't getting to the ledge though.
I don't see any controls to adjust altitude.

I guess i've been unlucky this time, when i played through this quest in Early Access i had some sort of scroll, maybe like a teleport or something.. i don't remember. But this play through, i didn't find a FLY potion and had to buy it.

Alright just to let everyone know with the way it is entirely random what prime weapons/armors you can get. This is the best place in the game(that i have found) where you can easily save scum for that one you really what.

In the ruins are 2 chests before the first fight. The 2nd one always contains about 200-400 gold, a gem, and possibly some recipes and/or scrolls. A nice chest but nothing too special. However the first chest(a dead body) always contain one +1 weapon/armor and one prime weapon/armor with it being weighted towards being a weapon. Furthermore the game does not decided the specifics of this loot until you enter the ruins for the first time.

So all you do is have your 3 characters without flight in the blue entrance zone and have your one character with flight flying one spot next to the blue entrance zone. Save it there and then you can quickly move him one spot over into the zone and it is at this time it will decided what +1 and prime weapon/armor it is so you just rush your flier to that dead body and if it is not what you want just load again. This way you can get that prime longsword, chain shirt, plate armor, or even +1 plate armor you have been looking for.

Folks , its works with levitate and misty step you just have to levitate after casting a bit higher. You know you can alter the altitude after having cast the levitate spell. Down or up as you wish.
