Finding Razan and prisoners?

The Dragon takes him out then asks me to chase him down and finish him and his brood plus free some prisoners. Problem is I have no idea where to find him.

I didn't worry it because it was a request and not a quest (with rewards). There are some creatures lurking in the ruins, specifically ones in dark areas, but I do not remember finding any prisoners.

Same. I even waited until night, and left the area to the overworld map and reentered, no enemies showed up.

If this is a quest it is not implemented yet. The creatures outside are currently bugged anyway as every time you kill them and do a long rest in (at least that outside rest zone) they will fully respawn that I am sure will be fixed soon.

If you read the dragon's request letter/scroll it gives you a clue. If you're still not sure, just go to the ruined building to the right of the entrance to the main building and click on the tomb.

Stupid fight with 2 of them healing and teleporting around

The hint for this is that in the tomb|sarcophagus in the ruins you find a letter he wrote to his wife(?). There's nothing in the quest about any prisoners, though.

on the right side of the tower you find a crypt and there's a letter inside the crypt. What i did is i pick the letter at noon and put it on night with some bones that marked as quest item and then you fight him and his wife with 4 brood
