Where the hell is this place? I've looked all over town. It won't even let me leave town so I'm assuming it's not outside on the overland map.

I believe that is in the temple district if it is for the lowlife quest.

The temple quarter is blocked. This is after the council has taken the crown and war breaks out.

I believe that is the one that is at the Lane Ends travel point near the temple quarter. The Land Ends travel point should be gone with the way blocked by several spike fences and a few guards. You may have to wander around there for a bit as you need to step in just the right spot to continue.
