They could partly solve it by just having every character able to pick from every voice. They already do this with hair.
I don't know if there is evidence that voice 3 is supposed to be gender neutral but if it's the case it sounds like an excuse to just put 5 voices instead of 6.
I still don't know why Tactical Adventures bothered having full voice acting and a cinematographic camera during dialogs. Their budget is obviously limited and they spent money on this kind of stuff. Pillars of Eternity 1 and Divinity Original Sin 1 didn't had any of this things at their release and the studios behind those game were bigger.

Seriously, when two unrelated missions report lizardmen, and the council groans that they are tired of hearing about lizardmen (24 times with the lizardmen!), and they will only believe that lizardmen are real when you bring back proof... all while delivering this stupidity with these derpy voices, faces, and animations?

You're either playing a badly translated foreign language version or you need to revisit that dialogue again.
Kythanza was a portion of the dragon's life force moulded to look like and have the personality of an elf. That was how the dragons were choosing to walk among and interact with the other races rather than reveal their true selves. They only appeared in their true form to seal the rift.
Dragons assuming other guises to explore the world has been a part of D&D since its earliest editions back in the 1970's.
