Who should read books like "Crafting Battleaxe of Acuteness"? Smith or Enchanter? Or does it matter?

I have a book titled "Crafting Battleaxe of Acuteness" and I am not sure who should read it. Both my Smith and Enchanter can read it, but so, too, can a third character with neither skill. Does it matter who reads it?

It doesn't matter as anyone in the party who has the ability to craft it will get the recipe. That being said I have found a few books that only one person usually the academic back ground can read. I also think there is one to do with the spy cipher but that is quest related.

The party shares one recipe book.
It also doesn't matter who is holding the tool or ingredients.
