Do you need a sheet of paper as an ingridient? If not then it is bugged and not working.
What's weird is it does recognise my paladin has cure wounds prepared and can make potions but has way less proficiency while doing so. So it's just clerics that are bugged.
I'm not sure how the scroll rules work here in the game, but in tabletop, you are able to craft scrolls that cast the spell at the higher level you are able. This lets you cast a more powerful version of that spell without the cost to your spell slots.
