when I play black desert online it only take 60%
if your gpu goes to 100% your are facing problem or you are using too high setting or you card is not strong enought for the game you are playing
or (in this case)the game is just not optimized at all
if you want your hardware to melt run this game on ultra for 8 hours.
but I guess it does not matter any way since even on low setting my gpu goes to 100% and 95C

Low settings will not prevent your GPU usage if you don't cap frame rate.
High settings, around 60 fps, 100% GPU usage.
Low settings, around 300 fps, 100% GPU usage.
Now, if you use afterburner plus rivatuner and set the max FPS of the game to 20, with low settings, I doubt your GPU usage will be more than 60%.
There is also an option to cap your FPS to 30 in game. That should help without third party softwares.
Anyway, people saying to you that 100% GPU usage is not a problem are spot on, they are absolutely right.
A bad optimized game would be using 30% of your GPU while the FPS would still suck. It means the game would not be using your GPU potency in order to increase your FPS.
