There's only 5 finesse melee weapons in the 5e PHB.
In 5e Dex is no longer the end all be all stat, heavy armor does not allow for dex if you really want to get higher AC you best bet is full plate with a shield. This will give you a AC of 20 then combine that with something like shield of faith for an AC of 22.
Without magic armor that's the best you can hope for, keep in mind the power scaling of D&D 5e is a lot smaller then 3.5 so 22 AC is effectivly end game AC.
You want that second off hand attack? Fine, no shield for you so -2 ac. But you can get higher still.
If you use a mage armor spell you're already at 18 with the +3 that provides along with your +5 dex mod. I am fairly sure you can cast mage armor on others in Solasta and if not go dex paladin and use shield of faith for a +2 armor class modifier.
But generally if you want a high ac fighter tank go for heavy armor, if you want more damage and go the dex route then the natural consequence is a lower armor class.
Again, that's a choice you have to make.
It shouldn't work that way, Barkskin only gives you 16 AC if your total AC is less then 16 ac.
