It is 5e rules. However, TWF is fine in 5e. Any class can use it, it allows multiple attacks as low-level, it allows spreading damage between multiple creatures, it dramatically increases the chances of one hit landing (especially useful if you have additional effects such as sneak attack, colossus slayer, smites, etc.), it can be used on dexterity-based characters, etc. It is as viable as 5e.

I'd say the two are equal across classes with the caveat that you need to consider whether the character can get the appropriate fighting style. For example, Paladins can get the 2H fighting style but not the DW fighting style, so 2H will be better for them.
In your case, OP, since you have a pre-existing desire to dual-wield, as long as the character is a Fighter or a Ranger and can pick up the DW fighting style, go wild!
