Judging from how these sort of games have done it in the past, it might be a cumulative sum of correct choices. In other words, you need to please him certain amount of times with your choices as you work with him. More right ones than wrong ones.

Same probably goes for every other NPC. Its one reason why I like these games, I have to ponder every choice carefully :)

ps. I got him to join me and help me in the end.

So it doesn't matter so much the final choice with Sana? The past mission outcomes also count?

It doesn't matter. I had Sana die and he still joined me in the finale.

Yeah it doesn't matter, i'm not sure if Sana can be saved, but i definitely think some choices of word leds him to join you and help you in the ending, for example in the final choices of the last mission there is something about D'Angello saying "oh no i killed her" and then you get options like "Qadir/or they (it depends on what place you took) killed her" "We killed her", in my first gameplay i always tried to be nice to him and tell him and so i told "They killed them, not us", i thought i was going to fail even with being nice to him and doing a good job in the "investigation" stuff, but he joined me and then helped me in the ending.
And in my second gameplay i was trying to fail him complete, i just made every wrong choice possible and in the ending i told him that "We killed her, both of us" and so he never appeared in the ending, so choices definitely matter and it doesn't involve Sana being alive or dead in the ending.

My first time, he seemed to come to grips and I "thought he'd be okay." I told him we both killed her. But he never showed up to help me at the end. The Malkavian, who I only did one thing for, did. I tried another playthrough and told him the Camarilla (prince, sheriff, etc.) killed her. That time he showed up. That was the only difference.

He _can_ definitely show up to help even if you tell him that "WE killed her". He did so in one of my games.

The criterion might be the sum of several interactions. There's also a chance that it's simply bugged.

I think it depends mostly on you finding out his backstory.
