Report a translation problem
You don't say how long ago you last played, but if it was when the level cap was 80 you'd probably be disappointed at first as to the state of the current game;
- level cap is now 20. When they changed it any characters be they lvl 1's or 80's became insta 20's. While not a bad thing for the old lvl 1's, it wasn't so good for the old 80's and those characters became a bit obsolete.
- They removed some of the old leveling zones. A couple have been moved back into the game, but as Adventures with just a hand full of quests.
- Enchantments got a total overhaul. So you'll pretty much be starting from scratch.
- Companions got an overhaul.
On the good side, the tutorial got an overhaul and it's well worth it to run through it to relearn the game since if you try to just jump back in with your old 80 / now 20 character you'll probably find things not working out quite as well. But after running the tutorial, you can shift a bunch of stuff to your old 80 / now 20 character to make it relevant again.
They've added to the Adventures and Campaigns so there's more content to play, but the item level (which is all important after you hit 20) has just gotten higher and higher, which is where the initial question comes in.
F2p is good to about half way through the Adventures, around 31K. By mixing old and new equipment from older characters you're good for maybe another 10K, but after that .....
I started to play Never Winter 2 or 3 days ago after years.
Everything I remembered is gone but.. Didn't really had any effect on me.
I watched tutorials, youtubers and try to learn how the game goes. I figured out what is going on a bit, and this game is easy but also not at the same time.
It wants you to grind your arse off, or give some money and use short cuts.
Either way, you'll enjoy it.

All I did was watching a few videos and learning the game.
I saw a lot of videos, saying random ♥♥♥♥ about Never Winter.
But after I started to play, I just recognized. Never listen to youtubers about their opinions, I enjoyed the game a lot.
While I agree you have to grind a lot or give money, this is a F2P MMO.
You can still get into content if you purely focus on item levels for a while.
Now I go and grind in dungeons, sell items, purchase items, do my tasks and quests.
And ESPECIALLY always looking for events (which is the best way to make money).
If you want to give it a shot, just give it a shot.
It's one of the rare MMO's that worth playing.
Hasn't changed. That's the same tutorial since beta.
The Pvp part was, but pretty much any Pvp is, since you can always buy something to make you stronger than someone that didn't spend money.
Outside of that it's not. Pay to play maybe since everyone reaches a point where the game stops carrying you along and you either pay or excessily grind to get to a higher item level.
