2x At-Wills (Left and Right Click)
1x Mastery (TAB) Note that this changes per class. For instance, CW powers have an added effect for being used in that slot. Cleric's mastery changes all of your abilities so you could say Clerics pretty much get twice as many abilities.
3x Encounter Powers (which are the 3 you're talking about, I assume)
2x Daily Powers(1 and 2) Everyone builds up AP and when it's full you can use either of these. Those usually hit very hard and/or give you a massive advantage. They're the ones you can't wait to use.
1x Artifact
For a total of 9 MINIMUM. Remember, Cleric's mastery changes every power you have slotted to do something else (usually more healing oriented). Clerics actually have a pretty damn intense job in group play lol. Cause you need to switch out your "stance" using TAB to build up a class-specific bar and then switch again to do some big healing on top of having to check for people's health and AIM at them (most of the time) + dodge boss mechanics + gauge range...
Passive Powers:
You get to choose between 2 out of at least 7. All are tailored for a specific role/build.

No strategy? You will swap out abilities for AoE heavy VS mostly single target fights within the same build and instance, right on the spot. Control Wizards can have a loadout focused on Control for tough trash and a loadout focused on pure DPS for DPS races.
The point is: You have 9, and you're more than welcome to swap things around for specific situations. So, no strategy? No. Only 3 abilities? Definitely not. If you randomly spend points for powers and just do whatever without thought, you'll see that 4th or 5th place in DPS a lot more than someone who actually understands how video games work.
Ultimately, there is really no strategy beyond using the skills needed for the content you are going to be doing.
Not True 3 Encounter power Skills, 2 At Will power Skills, 2 Daily Power skills 2 Passive Power skills.
It forces you to think on how to use your character and such, But in truth thats what kinda like ♥♥♥♥♥♥ 4E? ifyou never played that, lets add up the abilitys outside of at will powers
7 Powers?
+ You can have artifacts or items on your slot to use (Some gives buffs and such)
some classes with TAB swich to a different skill set/tree So yay!
the 7 isnt counting the class ability/power (Via Tab or such) as in some chases this puts you into a different skill tree what so ever for some classes.

but in all fairness, I kinda like it.. with the # of skills there are and how many you can use at a time. it acually gives some sense of identity/customization for each player,
(though some will wine about the Meta or some other garbage)'
