Adding Neverwinter launcher to your desktop and RUN AS ADMINISTRATOR.
When the launcher starts BEFORE you login open the the options menu (upper right)...
SET "Patching" AND Game Play" Proxies to NONE In the options (upper right).
Also have ONLY the following checked:
Show tray icon
Fast Launch
On-demand Patching
If that doesnt work then try with the Force Verify checked.

I had the same problem, did what they suggested in there, restarted my PC and then the Router, and everything is working fine again.
Yes, I tried verifying my files. I also tried having on demand patch switched on. I literally tried every variation of the options in the settings menu and nothing worked.
ANYWAY, my solution was completely deleting my anti-virus security, restarting my computer, and then attempt the patch. I was met with success. I immediately after the Neverwinter download completed, proceeded to re-install my anti-virus security. My computer now has Neverwinter and I have security once again. Everything is functioning perfectly.
Just a heads up though, this is what worked for me. If you are still struggling with the install give Wolverine's link a click and review the steps spelled out there first before removing your security.
If after trying Wolverine's link you are still experiencing issues and are willing to risk being without protection for a few minutes than give this a try.
Even with a rather fast internect connection, by the time you'll be able to continue playing normally, the run might be over or you'll be kicked out of the group since it looked like you were "afk".
And most security software should have the option to add a specific program to a "whitelist", so that it won't be blocked/restricted from accessing the internet anymore.
Try disabling it and leave just IPv4 enabled.
All these years later, the problem still exists and I did exactly what Ygor did. Then restarted the machine. After that, it started patching perfectly instead of looking at me and not even connecting!
