Report a translation problem
This issue seems to stem from some instability issues between steam and Perfect World/Cryptic Studios and can often be resolved by trying again later. Additionally, please make sure that you have Steam Community Enabled, are logged into the game through the steam client, and are not in off-line mode.

By the way i asked couple of friends, seems nobody got this problem except me.
1.)Tab out to the Steam client and click "Steam" in the top-left corner of the client window.
2.)In the "Steam" menu, select "Settings"
3.)In the "Settings" pop-up menu, click the "In-Game" tab
4.)Place a check next to "Enable Steam Community In-Game"
5.)Go back into Neverwinter and try it again.
I just did this and it solved my issue.
