The $200 pack is basically the same thing as the $60 pack, there's no real added value, an extra $10-30 in useful stuff IIRC. During early access the $200 pack got a few days early access to game, and were the only ones who could create drow characters for the first month, these two things were the main draw of the pack and they are no longer valid. Unless you really, really, like panthers or spiders, don't buy it unless it's on sale for 50% off or more.
1) If you are only looking for a filler game (something to play for a few weeks before moving on) then no packs are "worth" it. The sub $20 packs are just starter items that can be acquired ingame within a few hours of gameplay or with less than $20 of Zen. The $60+ packs are not worth their cost upfront, but gain value the longer you play and the more characters you create.
2) If you plan on playing this game for a long time (several years or more, as many people do for games they love) and don't mind paying for extras, then the $200 pack will give the greatest value over those many years of gameplay.
The HotN pack has the Epic starter weapon, Spider mount, Panther companion, Bag of Holding, VIP for Moonstone Mask Tavern, level 60 treasure box, plus other minor goodies for EVERY character you ever create in the game.
The Guardian pack has the same epic starter weapon, but has a pretty generic looking horse mount and wolf companion. No bag, no VIP access, no level 60 box.
The KotF pack has a much better mount and campanion, but the rest is just the same frill that the other packs already offer in some form.
The extra races in the HotN and KotF packs are a wash because there are very similiar races offered for free.
To me, the value of the 12-slot bag, VIP access to tavern, level 60 treasure box, epic weapon to start, and a unique looking mount on every character is worth the investment of the HotN pack if I were thinking about buying any of the packs. Add to that 1.4 million more AD than the other two packs which is over $40 worth of Zen at the current exchange rate, and 2 more character slots to start.
Now, if $200 was out of my price range, I would definitly buy the KotF over the Guardian pack. Again the unique mount for every character far out weighs the epic starter weapon in the long run. But if I were still playing this game 3 years from now, I'd probably wished I dropped the extra $140 to have the better stuff.

If you look at the DLC page for it here, it says quite explictely it is a one time claim,
I don't have either version of the pack, when I said "checked" I meant "looked it up."
I do have both the guardian and feywild packs though.
If the deal has changed since launch then that would definitely lower the value of the HotN pack now.
