on-demand patching
is enabled, which means that you will download the rest of the game while you're playing it.
That might be fine with a fast internet connection, but it might also cause problems in game, when you try to run a dungeon or skirmish, and the game has to download the data for it first...
And you can of course start downloading the game, take a break, and then continue to download the game.
Anyway, it's better to disable on-demand patching, then just download/update the game fully and play with a lot less troubles.
Second, start Neverwinter Online, the NWO game launcher will show up, and in the options you can disable "on-demand patching".
Third, just download and update/patch the rest of the game fully.
When you're done with that, you go again into the options of the NWO game launcher and activate "force verify", that will check your downloaded game data for errors.
And when you're through with that, hit play and do nothing until the game reaches the character creation screen on its own.
Again, you don't have to download the game all at once, you can close the game launcher and Steam, and pick up the download from where you left it later.
The same goes for many other MMOs out there. You download a part through Steam, and get the rest and update/patches through the actual game launcher.
LotRo has a game launcher too, and after downloading the game data through Steam, you have to update/patch the game after it, and you can pause the download and continue it later too.
