Laguage in game settings

I have specified english in language settings before to play on EU server rather than on russian server. But now, the game language in steam settings pinned down to Russian and the steam client does not allow changing it. I still can change it in the game start screen back to english using options. But I have to do it every time the game starts.

Why Steam does not allows me to select any language I want for this game? Why it has more restrictions than game itself in language selection? Note, I checked some other games, and selecting language works for them. This is particlarly strange considiering that language is still changeable within game.

Set Steam to english, set launcher to english, tick an option in the launcher settings "show all games", select desired server.
