Steal Time on the CW bugged?

Often when I teleport to escape an attack or to get in close to an enemy, my steal time ability will go on cooldown. This extremely annoying and dangerous, as a lot of time I'm using ST in order to keep enemies from killing a party member or give myself some breathing room in sticky situations. The ability is in no way overpowered, so I'm hoping this is a bug and not a nerf.

It does work but the animation is cut out and that is the bug, not that it doesn't work and goes on to an insta cooldown without effect

For me I don't get the effect at all.
