yes cleric has the most power heals, warlock can be a nice healer with whirlwind and tap heals, my opinion paladin has the worst heals in the game BUT he can give every party member a hp shield ( nice in ToMM/zariel ) but if you only want to be a healer with big crit heals then definitely cleric! :)
If we think in the shoes of tank and DPS, I believe they will feel that getting a shield is better than waiting for our big heal. their success rate can be higher without a cleric. The best healer is not one that spam big heals but one that has the highest chance to keep the team alive.
For cleric it can be punishing if you have used a strong heal at the wrong time, or wasted a few heal spams and went out of divinity. On the other hand it can be more rewarding if the team constantly take big damage which can break a lot of shield. So it's pros and cons.
25% hp shield by op is nice to have but not a must have...

tab heal:

Sanctuary: 12s 600 Hmagnitude ( dot heal ) .

Bastion of health: 1600 Hmagnitude. heal allies, decreases as the number of targets. increases.
Intercession: 1800 Hmagnitude.
Healing word: 450 Hmagnitude + 350 dot heal ( +100% uptime ).
tab heal:
Light of divinity: 1700 Hmagnitude.
ULT:
Guardian of life: 800 Hmagnitude + 15s 500 ( dot heal ).
Hallowed ground: 12s 500 Hmagnitude (dot heal ).
please, I don't force anyone to play "the best" class! I'm a fan of: play what you like.
it's just a pity that there are so many big differences in support chars.
until mod. 13/14 was my main on console: full AA buff dc + healadin and CW
it was a good and the best time in neverwinter.
and now cw + op are the worst of all :(
I would play a pally just because his weapons are beautiful xD but it's not worth it for me.
