Quest "Artifact and Insignia" bug

The quest "Artifact and Insignia" is stuck at the last step: I can't choose the artifact so I can't continue with the game. Any solution?

look around there might be something you missed if not you can go to your quest list and click on abandon quest and then start again i've had to do that before on a quest because an item did not show up no matter what i did so i decided to f-it and abandon the quest only to find out i need it later so i reapplied and it worked
