Did you previously HAVE an ARC account that you could link to Steam?
If you had an ARC account already (which would be 'linked' to your original Neverwinter account), than linking it to your steam account just lets you not have to log in twice - once into steam and then again into Neverwinter, which was the old way of doing it.
Enough people complained they set up this link system so you'd only need to log in once (into steam) and then you could just launch Neverwinter without an addition username & password login.
Now if you let Steam CREATE an ARC account for you (and you'd know if you launched the game and none of your old characters are showing), than you'd need to contact ARC to get the newly created steam ARC unlinked, so you could link your existing Neverwinter ARC to it.
If you don't want to do that, than you'll need to just ignore the steam Neverwinter and log in externally.
