it looks like you have to go through the support to get the account linking done.
And i'd also suggest to create a new email for this new PWE account. It can't hurt to do the whole thing right from the beginning.
So, it might take some time to get everything sorted out, but you should get access to your old account and all the characters on it.

then exchange those AD into ZEN, and may be you get enough ZEN in time to buy a 3 or 6 months ViP pack during the next summer sale.
As long as you avoid using your daily lockbox key on lockboxes filled with "Fashion Pack" or "Adverturer Pack", you should be able to make enough AD from selling the loot to keep ViP up and running.
And ViP is really something nice to have...
