long story short, they could not monetize it so it was axed.
some games have extended housing features that lets you get really creative, but not in making quests or anything regarding gameplay. (rift creators go crazy with their housing)
the original neverwinter nights has a nice toolkit for building quests/modules, but thats a different game. but it has multiplayer features to play together on created "persistent worlds". its no neverwinter combat tho :)
That's the closest thing I can think of at the moment to the Foundry system.
