if not, level up to 12, press K, run a Random: Dungeon Queue for some rough AD, refine it and then buy a fitting cheap insignia from the AH

I'm not so sure the prices will drop dramatically in all cases.
Right now there are some insignia that are basically worthless - people would refine them for a few RPs or donate to guild coffers, but with mod 19 they can be converted into material to refine other insignia. The prices of those insignia has already shot up, and may even increase further with M19.
On the other hand, the really good insignia will now be easier to come by and those might actually decrease in price, but probably not "dramatically".
What do you mean with you can't leave Protector's Enclave (?), the last time i checked the mount quest doesn't prevent a character from simply ignoring it or moving on with the main quest line.
Another option would be to create a new character with a class you also might want to play, then paying extra attention to that mount quest to find out what went wrong on your other character.
Or at the very least reach level 12 with the new character, earn some rAD and then buy one insignia that you can then move to the other character.
