Is the instant 70 still a thing?
I've just came back to the game after a couple of years & want to play again; a new char & a level 70 char. Thing is, when I go to the Zen store on the fresh char it's now level 5, I can't seem to find the item to boost to 70? apparently it's suppose to cost 5k Zen but I can't manage to find it anywhere?

My question for you guys is, do they still sell it? and if so, am I suppose to finish the first few quests before being able to see everything in the Zen Store? because I was told it's under services and can't see anything related to instant 70.

Well, reading through a blog post from July this year... may be they added that "have at least one level 70 character" requirement to the pack when it was updated from "Knox's Adventure Recruitment Order" to "Knox's Veteran Recruitment Order"?

It probably will become visible as soon as you reach Protectors Enclave with your new character.
"Knox's Veteran Recruitment Order" is still in the market under Services/Character.
They also updated that pack, when they released Ravenloft.

... and since it looks like you don't want to wait for the next big sale (40% discount) for buying that pack, you might want to try getting one of the 20% on anything discount coupon from invoking bags or from loot drops at least.

Honestly, I thought it was only purchasable with accounts that reached lvl 70 with a character

You first have to reach lvl 70 the hard way. Afterwards, you can do what you are talking about

Getting to 70 is actually the easy part - getting from a "fresh" 70 character to one that is strong enough to handle all the end-game content - now, that's the hard part.

I ended up reading up on it a little more & it said about "Knox's Veteran Recruitment Order" being useable after reaching level 70 with a current character; I'm currently level 30 & I'm glad I didn't rush into buying anything 70 related. I ended up buying 5k Zen though & bought one of the Booster scrolls that makes you level up x2 faster than you normally would & a few other things along with a companion. But I did see at the login screen you can choose a pre-made level 70 after reaching level 70 as that's the requirement to use the feature. I did have multiple looks over the Zen store in-game & still cannot see "Knox's Veteran Recruitment Order" for 5k Zen anywhere under services is my main issue, or is that viewable after level 70 to use on another character?

The "Knox's Veteran Recruitment Order" presumably shows up only when you already have at least one level 70 already.

Anyhow...my advice - take it easy, progress slowly through the level-up part and do all the quests - I would hate using something like a 2x scroll for my first character ad that would just result in outleveling some content - being too high level before I finish all the quests in some area.

speeding up the leveling process is just fine when you are doing your second, third etc.. character (I personally have 8 level 70s, one of each class). It is really boring to do the same quests over and over...but they are generally fine the first time.

It's actually not that bad, but I see where you're coming from though.
I haven't really progressed too far ahead of each zone, I'm currently only sitting 1-2 levels above the npcs.
