IP Banned? Neverwinter in Vietnam... and possibly other Asian countries?

I have installed Neverwinter and the client says "You may not run from this IP". Is this because Neverwinter is blocked in Vietnam? I am a foreigner living in Vietnam and I do see there used to be a distributor for the game, however the local distributor is out of busines or something. Do you still have to stop users from directly playing through Steam?

PWE doesn't like VPN connections so if you use these to bypass a region block then you'll be 100% responsible for any outcome. This same block happens to the star trek game and champions regardless if you paid for lifetime or not.

also what's wrong with being perma banned from a game you shouldn't have access to in the first place. If you're region locked, you're never gonna get the game regardless, so might as well use a vpn till you get caught so you can try and enjoy the game before it eventually dies.

I'm vietnamese and i must say vietnam government don't really care too much about video game, you can buy and play cod black ops uncensored in vietnam so why they need to ban a game like neverwinter? Vietnam not ban neverwinter, Perfect World banned us. Maybe because of some toxic player, but i don't think it's worth to ban all player in a country just because of someone act like fools .
