Help with finishing Elemental Evil

First, yes, I have read the Wiki and checked YouTube and done other searches and even asked in game before posting here for some help.

I have done all the steps except the box at the top of the Elemental Evil campaign. It states that I need, if I remember correctly, 12 cult orders to finish. I found the first quest giver, finished the quest but did not receive cult orders so I assumed that it was likely you had to complete the quests across all the zones to get your 3 or 4 cult orders; in other words, ouch, as it involves Heroic Encounters (or at least as I remember) and sometimes finding someone to help can be modestly interesting despite polite requests in Zone etc.

One more note. When I finished the first and went to the next area (name escapes me right now) the Guardian Paladin if I remember correctly had no quest indicator above their head and when I spoke to them there was no path that lead to a quest.

I simply do not know what step to take next. In all honesty, if a "finish the EE campaign" existed, I would spend the money just to get that last box completed though I really enjoyed the quests to get there and would like to actually go through the content instead of simply getting the boons.

Any constructive guidance would be appreciated. I have already been told to delete my game and quit so I will save anyone the time to offer that suggestion as it has already been received and considered.

It is not necessary to do that quest to complete the campaign as it's just a repeatable quest with lousy rewards. If you want to do it, you can get it by completing the dailies in each of the EE zones:

(i'm just going by what I've read as I have never bothered doing that one)

as i remember.. to complete the campaign you only need to repeat all the dailies btw if im online i can help you with the heroic..

I used the link and now cannot get the first quest giver to give me the daily quests. The really weird thing is that Elemental Evil shows as 100% unlocked even though the last (top) box is not completed. I found that there is no GM support, that everything has to be handled through the forums so I guess this is pretty much a dead issue. I am shifting to the Sharandar and other campaigns but now I am not sure how far I will go as if no game support is available that is not exactly a ringing endorsement for the future of the game.

Like I said, it's a repeatable quest. Even if you finish it today, it will reset tomorrow after you collect your rewards. Just ignore it and move on to the next campaign.
