best place for a low level to farm carps

Honestly, you can "farm" carp just going through the maps level for level.

Lvl 1: Belarus: Dukora Pond
Lvl 5: Germany: Wasserdamm
Lvl 8: Russia: r. Pra (take the boat to the top right of the map)
Lvl 15: Czech: Rybavicy Pond
Lvl 17: France: Ponds of Perruchet (honestly the best place for carp farming)
Lvl 18: Ukraine: Dnepr Delta (used to be top before the france map)

There are more maps, but you really only need to reach lvl 17 and have reasonable gear and you will be "swimming" in all the carp you can stomach ;)
