Apple and Steam ? I can't answer, sorry, I don't have any Apple hardware so I never tested.
My advice: If you don't want to spend real money for "nothing" you could try a sort of simulation
1. Install Steam on your Apple M1 computer
2. Steam setting: activate > beta channel
3. Install any free 3d game using "Unity" and marked as "windows only compatible" from Steam. (to test if basically running a windows game do work properly or not...)
Some users seems to be able to play "native" Windows game on their M1 Mac by using virtualization : "Parralels Desktop", but could Steam works fine when using Parralel ? I don't know...

Important: this doesn't mean this game could works using Steam or Parralels : only an apple M1 users having tested could answer this.
For Gaming: no ! M1 cpu are not a good choice as 99.9% of game are made and compiled for "Intel x86_64" = that's the problem with ARM = different cpu plateform.
virtualization may be possible but this involve a performance (and stability) cost and lost.
So for now choosing any Amd/Intel "x86_64" Cpu and running Windows 10 or Linux : is the best safe/stable and "easy choice" about gaming on Steam.
