Report a translation problem
Tied a bunch of stuff before that, but it only counted for me when tailing them until the very last checkpoint on the Dam and then taking the lead for the win.
Can be tricky to pull of since some other cars can take the lead but try it a few times and see how it goes.
Worked for me after ~5 experimental tries
(you can also hold it from time to time to trick the AI from rubber banding...I think)
Never had an issue with the races on my previous playthroughs though. It's just annoying because I've tried to do it for an hour now and it will always let Luigi win although I was first. I tried the "fix" but it didn't do ♥♥♥♥. Very frustrating because as I said before it never happened before.
I have literally no idea why this works, but after about 15 attempts this solved it for me. Thank you.
