Report a translation problem
Sorry but how on earth would this be any relevant? I could run the game flawlessly, I was playing it for a week straight and suddenly one day I just can't run it. I would understand the nature of the question if wouldn't be able to run it from the very beginning.
So the game worked for me for years without changing the hardware of my setup. I'm reading a lot about the cpu gen. My guess is, that something entirely different happend to the game.
I also tried reinstalling, as well as replacing the named dll with an older file and adjusting the registry. Didn't change anything either and went back to the original setup afterwards.
My PC specs:
Processor 13th Gen Intel(R) Core(TM) i7-13700K 3.40 GHz
Installed RAM 64.0 GB (63.7 GB usable)
System type 64-bit operating system, x64-based processor
Gforce 4090 by Gigabyte
Windows up to date
Is there any workaround to "link" Cyberpunk game from Steam library to that direct exe from the folder? Maybe through launcher options?

To be more precise the problem is that REDprelauncher.exe doesn't fire up. When opened via Steam it just "eats" the error and does nothing. If I run REDprelauncher.exe from the folder directly it says:
"REDprelauncher.exe - Application Error
The application was unable to start correctly (0xc000007b). Click OK to close the application."
I tried reinstalling, validating the files, I've disabled windows updates long time ago so I doubt it's the windows fault (someone before me mentioned he has windows up to date and the game doesn't work for him)

I had to install some C++ stuff. No idea why it suddenly stopped working.
