Min specs is a GTX 1060 6GB, so your GTX 1650 is technically below the minimum system requirements for the 2.0 version of the game, but should be fine with the legacy version. It's also only a 4GB GPU so you'll eventually have issues with memory spilling too if you plan to play for longer sessions on the new version and expansion. The game will work and you can launch it, but the average performance is not something I would call comfortable even on low settings, particularly with the 1% lows. Your overall framerate will be above 40fps on low, but the frametimes won't be good after a while. So it depends how comfortable you are with stuttering, but crashing may be a bigger concern here.

screen space reflections, ambient occlusion, and volumetric fog are your biggest hit to fps. as long as those are on low or medium you'll be fine. the rest can stay on high or ultra.

enable an upscaler w/ fsr 3 if you want then you'll have a comfortable experience.
