Queen of the Highway not starting 2.2

I've completed the previous quest and left camp, waited 24 hours and am waiting for Panam to call me that the Basilisk is ready. I've completed multiple quests in the meantime and still haven't received the call, I've tried some suggestions from reddit but nothing has worked, anyone know a fix?
